  • Owner of the goods should be present for Customs clearance or has the flexibility to use a licensed Customs broker to handle clearance processes on his behalf
  • Returning Canadians may import household goods / personal effects duty free, however the goods should be owned and used by the owner for at least 6 months prior to importation
  • Owner of the goods lived abroad for a minimum period of 12 months
  • If the owner of the goods lived abroad for a period more than 5 years, then he is exempt from 6-month ownership rule
  • Goods must still be owned and used. Shipment does not include goods that are for resale or disposed of within 12 months of importation
  • Shipments must be declared to Customs at the port of entry (POE) (airport/U.S-Canada border) when the owner arrives Canada
  • Customs will issue documents needed for Customs clearance, and they include; BSF186 personal effects accounting document and BSF715 casual goods accounting document.
  • Owner of the goods should present the list of items to be imported
  • The copy of packing list / inventory should be hand carried to provide the Customs
  • Customs may request a value on the shipment from the returning citizens
  • Immigrants and holders of work / students visas, should have owned and used the goods prior to importation and shipment should not include goods that are to be sold or disposed of 12 months after importation for duty-free import
  • Any single item of household goods or personal effects, such as automobiles, acquired after March 31, 1977, and that are valued at more than $10,000 are subject to regular duty and taxes with an excess amount.
  • Seasonal residents may import household items / personal effects duty free under the conditions: Shipment can include household furniture / furnishings for seasonal residence, materials, electrical fixtures, excluding construction, or goods that are permanently attached to or incorporated into seasonal residence. This may also include tools and equipment used for the maintenance of seasonal residence
  • Goods imported must have been owned and used prior to arrival
  • Imported goods cannot be sold for at least 12 months
  • Goods are for the personal use of the owner or their family only. They are not for any commercial, industrial or occupational purpose
  • Purchase copy or proof or a copy of lease agreement is required for any person who is not a resident of Canada, however on owning a residential property or leasing a residence for at least 3 years for personal use can be provided
  • Only one shipment of this type is allowed by the customs
  • Copy of the will / letter from the executor of an estate should state the details that the owner of the goods is the beneficiary of the named items for duty-free import
  • The diplomats can import household goods / personal effects duty and tax free
  • The Canadian Government adopted ISPM-15 – International Standards for Phytosanitary Measures Publication 15 Guidelines for Regulating Wood Packaging Material in International Trade (aka NIFM-15) and standardize the treatment of wood packing materials that are used for goods transportation
  • ISPM -15 requires wood packaging to be heat-treated or fumigated with methyl bromide and marked with the internationally recognized International Plant Protection Convention (IPPC) mark. Otherwise it should be in lieu of the mark. The consignment must be accompanied by a phytosanitary certificate, which specifies the type of treatment used.

Documents Required For Motor Vehicles

  • Anything in excess of $10,000 will be charged and become applicable for duty and taxes
  • For the Work permit / student visa holders, duty and tax will be waived for the duration of the permit
  • Vehicle will be imported on a temporarily for the duration of the work permit / student visa must be re-exported upon departure from Canada
  • All cars / motorbikes should be clean and free of any soil or containments on arrival
  • The proof of cleaning (receipts) should be included with the shipping documents.
  • There may arise a need for Steam cleaning
  • Vehicle to be imported cannot contain household goods and personal effects items.
  • Motor vehicles imported into Canada cannot be licensed in Canada unless it get clearance from the Canadian Customs.

Documents Required For Pets

  • Vaccination record
  • Veterinary health certificate
  • The veterinary health record certificate must clearly identify the animal / pet by breed, age, gender and color

  • Any items that are part of household effects shipment may not require any documents
  • Age proof may need to be provided if am item is over 100 years old
  • Items may become duty-free entry upon meeting the conditions as follow:

    • Art works are not for sale or other disposal
    • Antiques and art works imported into Canada for resale are subject to different regulations.

Wedding Trousseau / Gifts

  • Wedding “trousseau” may imply goods acquired for use in the household of a newly married couple however this may not include aircraft, vehicles, vessels
  • Wedding “gifts” may imply goods of a non-commercial nature received by a person as a personal gift in consideration of that person’s recent marriage or the anticipated marriage of that person within three months of the person’s return to Canada
  • Wedding trousseau / gifts may be imported duty and tax free, however;
    • A bride’s trousseau / gifts owned by, in the possession of, and imported by a recently married person
    • Bride-to-be whose anticipated marriage to take place within 3 months of the date of her return to Canada
Or has taken place no more than 3 months prior to arrival in Canada

Restricted/Dutiable Items

  • However details like type, size, and quantity is required and import permit should be obtained prior to importation. This may apply duties and taxes apply
  • Import permit should be obtained from the Provincial Liquor Control Board
  • Shipping wine between October 1 and March 31 is not recommended to avoid the possibility of freezing.
  • Tobacco products are subject to duties and taxes
